The FDC is not an institution of an operational type. It facilitates access to funds and technical assistance for communities and for other non-profit making organizations who also seek to help improve the living conditions of the poorest strata of the Mozambican population. Its objectives are attained through the communities themselves and/or national NGOs and in partnership with groups and institutions at various levels of Mozambican society who share its objectives and its values. This collaboration makes possible the projection of the FDC's resources throughout the country and the achievement of concrete benefits for the target communities.

     Our philosophy is

 I  To promote development through transmitting values,
knowledge, skills and resources that allow experimentation and change of attitudes;

To facilitate models of development based on the creativity of individuals in the community, and which can be copied and replicated;

I To strengthen local groups, leaderships and wisdom, managed in a sustainable fashion with participation and transparency.

       Our approach is:

"software" first, "hardware" later;
 •
the principle of helping self-help;
 •
synergies between local beneficiaries and stakeholders based on protocols of understanding;
 •
Making individuals and local leaderships jointly responsible in the cycle of project, process, content and outcomes;
 •
Horizontal and vertical integration of projects and programmers and the flow of relevant information;
 •
Participation, transparency and the handing over of management to community groups

       Our instruments are

 
•
Co-financing as an instrument that makes it possible to allocate resources which, when added to the resources available locally, help undertake specific activities to fight against poverty in the communities.
 •
Institutional capacity building of NGOs and CBOs, so that these organizations become increasingly capable of working as agents that promote development, and thus strengthen the role of Mozambican civil society.
 •
Information and advocacy, seeking the creation of a socio-political, economic and legal framework favorable to community development.
