The whole of the FDC’s programmatic strategy for the net five years turns upon five Strategic Objectives (SO), under which are determined the strategic actions, specific results, indicators and means of verification. The five Strategic Objectives for the period from 2004 - 2005 - 2005 to 2008 are as follows:


Promote Human Development in the Underprivileged Communities

This objective rests on the assumption that all efforts to contribute to the eradication of poverty should in the last analysis be translated into improvement in the living conditions of the human individual. As such, human development is the objective around which all efforts will be undertaken aiming at the promotion of income-generating activities and of access to basic social services. In this objective, priority is put on actions in the areas of: food security, access to clean water, management of natural resources, safe motherhood, empowerment of women and promotion of strategies of education for all..


Contribute to the prevention of HIV dissemination and to the reduction of the impact of HIV/AIDS on those infected and affected:

This strategic objective takes into account the HIV/AIDS pandemic as a problem which calls for a greater focusing of our attentions, without which one runs the risk of seeing all the other development efforts that FDC and other partners carry out, being in vain. This fact underlies the assumption in SO1, where the human individual is placed at the centre of the whole development process. FDC’s hopes lie in prevention, with special attention on capacity-building for communities and their leaders in order for them to take on the responsibility of taking this activity forward. In this objective, priority is on actions in the areas of: Information, Education and Communication; reduction of vulnerability and susceptibility to high-risk behaviors, serving orphaned children and those who have been left vulnerable, home care and visits to persons living with HIV/AIDS and their families, and advocacy for access to ARVs.


Strengthen the organized forms of civil society and community leaderships.

This objective rests on the conviction that community development and the deepening of participative democracy in Mozambique demand an ongoing effort to promote the organizational and intervention capacity of the organizations of civil society (NGOs and CBOs) and those of the community leaders. In this objective the priority is on actions in the areas of: capacity-building for partner organizations, strengthening of civil society networks and capacity-building for the community leaders.


Promote the establishment of an environment which is favorable to community development in Mozambique.

This objective has to do with the need for efforts looking to exercise influence for positive change in the overall environment in which development takes place. Given its nature, the FDC is best-positioned to work in this area, standing a greater chance of success, taking into account its experience, particularly in facilitating processes of advocacy and lobbying at national and international levels. In this area the priority is on actions in: advocacy around issues like the foreign debt and development, advocacy around access to ARVs and other essential drugs, creation of a legal environment for philanthropic actions on the part of the private sector, and promotion of meetings for discussion and reflection on issues that affect development.


Strengthen FDC’s capacity to serve needy communities

This objective looks to improvement in the institutional capacity of the FDC itself, to serve the communities for which it works with greater efficiency, efficacy and impact. In this objective the priority is on actions in the domains of establishment and implementation of systems for human resource, financial and material management, of administrative and program processes, and of policies and systems for mobilizing resources for project funding, establishment of trust funds and development of the FDC’s endowment.
